Problem: As their fleets continue to get older and operational budgets get tighter, the U.S. Navy and Marine Corps face a number of challenges to ensuring that the advanced combat communications systems, on board more than 2,000 aircraft, maintain mission readiness, whenever and wherever they are needed. Elements of the ARC-210 PBL include:

  • Developing an equipment delivery system that supports multiple LRUs on over 2,000 aircraft worldwide
  • Improved access to maintenance information with detailed performance analysis by platform, location and tail number
  • Developing an incentive-based reliability enhancement program for the ARC-210
  • Full support from our network of 58 service locations, a 24/7 Network Operations Center and 400 field-service engineers

Results:
The Rockwell Collins ARC-210 PBL has enhanced customer operations with:

  • Increased reliability by more than 40 percent on key components and stabilized declining reliability across the system
  • Improved battlefield interoperability and mission set availability to 99.4 percent
  • Increased component availability to 99 percent or better, virtually eliminating the U.S. Navy and Marine Corps “aircraft on ground” issues related to the ARC-210.
  • Improved ship times – Class 1 requisitions ship within one day; Class 2 requisitions ship within five days
  • Elimination of shipping backlogs
  • Greater affordability that enables the U.S. Navy and Marine Corps to better predict costs and improve budget planning. Both services have renewed their ARC-210 contracts based on the value added by the Rockwell Collins PBL solution.

Award:
In recognition of the ARC-210 PBL’s ongoing success, Rockwell Collins received the prestigious 2015 Department of Defense PBL of the Year award at the Sub-System level. The ARC-210 PBL team implemented a 10-year PBL solution for the Naval Supply Systems Command (NAVSUP) that “improved battlefield interoperability and mission availability.”
